Damage to rented Enterprise van

Using that logic, every hirer who puts a 'minor' dent in it should not be charged for the repair. How would the van look after a year or so under those conditions, since the hirer wouldn't bother repairing minor damage? You had the option of insuring against the risk of having to pay the excess and you declined to do so.
I have rented plenty of vans from well-known companies that had dents, scratches and scuffs. I suggest that few of these companies actually repair minor damage that people have paid out for.0 -
If it's only a minor dent, they probably won't bother repairing it until the van gets to the end of their lease period. It will then get all the dents and scratches repaired in one go for a few hundred quid. Meanwhile, they've charged many people repair costs which probably cover the total price they paid for the van over the 12 month lease.
Unfortunately, that's how the big hire companies work and there's not much you can do about it.
In future, I'd recommend finding a local van hire place who will more than likely be much cheaper and more forgiving of minor dents etc.0
