UKPC are cancelling a lot now, that they would previously have rejected for POPLA.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Notwithstanding their winding up hearing, they are really struggling with any 'leaving the site' ticket - and seem to be cancelling these more often.
But if only a small handful pay, believing they have infringed the 'rules', UKPC are still quids in. Cancellations come cheaply for them. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I take an elderly neighbour shopping each week, She is 86 and has just been had treatment for a blood clot in her leg. After shopping at Aldi, she needed to pick up some meds for her dog in Pets at Home. There were parking spaces, but much further away from the door, so I parked in the disabled to help her into the store. We were 5 minutes max, came out and had a ticket. She thought she saw a man, not in uniform, walking around the front of the car, whilst vaping, who issued the ticket. He could have mentioned and we would have explained. So do I appeal, would they accuse me of lying?? or do I pay and get it over with??0
