    Who issued this 'ticket'? Council?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I would post on pepipoo:

    http://forums.pepipoo.com/index.php?showforum=30

...and ask for help on 'bailiffadviceonline' (specific advice from Sheila).
