Car Tax Increases pre April 2017

Yesterday (12/4) I received a form V11 reminder that my car tax will soon expire.
My car was registered in 2013 and has CO2 emissions of 126g/km and the form quoted £110 for the year.
I renewed on line and was surprised that I was charged £115.
Apart from the DVLC web site, I can find no reference to the "old bands" being increased.
Since the Budget was announced in early March it can't be that since the V11 wouldn't be quoting the wrong figure.
Could some fine person offer an explanation that a simple country lad would understand.
Thanks

They print the reminders months in advance so it can't be included.
Depending on your point of view, they are either hyper efficient, or massively incompetent
Everything goes up in the budget, they have to keep paying the interest on the National Debt. The idle rich won't pay any more, the unemployed can't pay anything, so it is down to the people who toil daily to keep the books balancedI want to go back to The Olden Days, when every single thing that I can think of was better.....

After many searches I found the answer in the full Government Budget statement
"Vehicle Excise Duty (VED) – From 1 April 2017, VED rates for cars, vans and motorcycles registered before April 2017 will increase by Retail Prices Index (RPI)."
Wonder why they print the V11 so early?..... massively incompetent and making a rod for their own back besides confusing me."It's nice to be important but more important to be nice"

On the V11 reminder does it state anywhere that the price may differ due to budget? When mine expired 30/04 on my old car it did.0

Yes it does.
But I wouldn't expect a "bill" received 34 days after the budget announcement to quote the pre budget rates"It's nice to be important but more important to be nice"

The good news is that mine is going up from £30 to ........... £300
