honest/ if stupid/ mistake

I parked in a iceland car park late at night after hours whilst visiting a restaurant adjacent to the car park, I assumed wrongly that it was ok to park and that some spaces were reserved for the restaurant, I did not realise that it was a 24 hr pay and display as i would have payed up, and i couldnt see any pay machines from where i parked, I have been sent a charge of £100 or £60 if payed within 14 days. I appealed but it has been turned down, my only defence now is a technical one, Am i right in thinking that they should have sent me the notice to keeper within 15 days (It was posted on 27th when contravention date was 11th). It also says i overstayed the maximum period of parking which is 120 minutes but i was only there 116 mins, maybe im clutching at straws but i think its an extortionate price to pay for a honest but stupid mistake. any advice appreciated.

You will need to tell us who issued the ticket, if they offer POPLA or IAS appeals, or not at all

Also, do make yourself familiar with the wild west world of private parking by reading the Newbies Sticky at the top of this forum - which will demonstrate why there are few technicalities and no such thing as an honest mistake to these sharks.

Have a good read of the newbies threads and then select and send the PPC the pro-forma appeal letter depending on whether they are BPA or IPC members.

It will help us to know, what wasn't answered when you read the thread 'NEWBIES PLEASE READ THESE FAQS FIRST'? That's why it is near the top and attempts to cover the basics of challenges and/or defences, to stop too many 'what do I do?' and 'do I have to pay?' threads we simply can't keep up with, despite concerted efforts here by regulars.

Please clarify what help you need after reading the sticky?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
