Best way to fix peeling loose paint?

Hi folks,
Obviously the exterior of house especially the gable and a few window sills have to be painted again, but whats the best way of going about it so as to have a smooth enough finish.
The old peeling loose paint will have to come off, but then if the gable is just painted over, if looked at closely will just have an uneven surface.
What do people generally do in these situations, or do most go as far as to strip to plaster if that is possible?
