Is this a Warning, not a PCN?

The council issued me this, which appears to read basically as a normal PCN, but the code 83 is prefixed with a W - perhaps for warning? Also it wants to charge me £00. Reduced to £0.00 if I pay it quickly...
Other warning PCNs I have seen make it much clearer that it is a warning. This appears to read much closer to a PCN, and I do not want to be caught out.
What do others think?
(NB not sure about how to post images on this forum...)

Must be OK if it's only asking for £0.
You can show it to us by hosting it on tinypic/dropbox or whatever, then showing us the URL but broken (change http to hxxp or put the word 'dot' instead of the . ).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
