Well my partner has put in a claim for carers allowance, phoned today to ask how it was progressing as it has just been over 3 weeks. No decision has been made yet, seemingly there is a backlog of claims which means it could take 4-6 weeks for a decision. So we will just need to wait and see.

can anyone explain why carers allowance stops when state pension starts, people do not stop caring

Though it saves the state a lot of money, CA is not payment for caring. It is help to replace some of the income the carer will lose by having work hours restricted or being totally unable to work, because of giving that care.

A pensioner would not lose income by caring, so no CA is applicable.
