    If you are going to choose the size of towel rail that you linked to, it has a heat output of 2348 btu (689 Watts) and the perceived wisdom (unless anyone would like to correct me) is to have an element half as powerful as the radiator output, therefore a 300 Watt element will do. If you buy the one with a thermostat you can ensure the element switches on and off automatically.
