Parking Charge Notice - VCS - Liverpool JL Airport

Hi, I have read numerous threads about the pcn's at Liverpool airport but couldn't find a definitive answer on what to do so I thought I'd start a new thread. I learned from last time not to hijack another thread
I received a PCN for 'STOPPING IN A ZONE WHERE STOPPING IS PROHIBITED.'
I was following my sat nav to what was meant to be the long stay multi-story car park but the postcode that is provided online actually takes you to a different car park. As I had paid for my parking online the car park is meant to recognise your reg number and the barrier opens automatically for you. But I was at the wrong car park so I had to reverse from the barrier and then stop to locate the correct car park on my phone. Apparently the place I stopped was a prohibited no stopping zone?! I didn't see signs for that when turning into that area.
From what I have read on here I am aware that I shouldn't pay the fine of £100 but what I am not sure of is whether or not to ignore it completely or to respond appealing the fine?
This is a charge from IPC so I am aware that there is no appeal to POPLA. I found the following template on the newbies thread, is this ok for me to use?
Dear {name of IPC member - only IPC members for this version!!!}
Re PCN number:
I am the keeper of the vehicle and am aware of your purported 'parking charge'. The driver will not be identified. I require the following information so that I can make an informed decision:
1. Who is the party that contracted with your company and are the the landowner?
2. Is your charge based on damages for breach of contract? Answer yes or no.
3. Please provide photos of the signs that you say were on site, which you contend formed a contract with the driver.
4. Please provide all photographs taken of this vehicle.
5. Please provide proof that the timing of any camera or timer used was synchronised with all other cameras and/or systems & machines.
Do not send debt collector letters and do not add any costs, which would be a thinly-veiled attempt at 'double recovery'. I will not respond to debt collectors and to involve a third party would be a failure to mitigate your costs as well as deliberate and knowing misuse of my data.
Should you obtain the registered keeper's data from the DVLA without reasonable cause (e.g. if you do not fully comply with the IPC Code of Practice in terms of signage at this site, as seems likely based on my research) please take this as formal notice that I reserve the right to sue your company and the landowner/principal, for a sum not less than £250 for any Data Protection Act breach. Your aggressive business practice and unwarranted threat of court for the ordinary matter of a driver using my car without causing any obstruction nor offence, has caused significant distress to me. I do not give you consent to process data relating to me or this vehicle.
I deny liability for any sum at all and you must consider this letter a Section 10 Notice under the DPA. You are required to respond within 21 days. I have kept proof of submission of this appeal and look forward to your reply.
Yours faithfully,
I can upload a copy of my PCN if needed to help advise? Any help would be most appreciated. Thanks

Personally I would ignore it. Any appeal will fall on deaf ears so is a waste of time and energy for you.
Whilst VCS send very scary letters they are incredibly reluctant to take an airport case to court. The reason is that airport land is governed by byelaws. This means they are on very dodgy ground imposing their own kind of charges there.
If VCS lost a court case because of no authority to operate at the airport their whole business there will take a massive hit. That's why they've never risked court and why they are best ignored.0 -
To be clear, VCS do try court a lot but not over this site. It is your choice whether to send the first challenge or not bother.
You will get the same letters anyway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I know they will send letters either way but I read on another post that if they did then try taking it to court it would look better on me if I had appealed. Do you think this is the case or not?
I'm hoping that what you have both said about them not going to court over this site is correct but if they did decide to then I would want to be in the best position possible.0 -
OK, so send an email challenge as you planned in the first post - it can't hurt. Of course if they reply asking who was driving you do not say!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you are a robust person who can deal with a mountain of scary post that's fine. Replying encourages them to target you.
If you are nervous then it's not so good as a barrage of scary post might make you cave in.
Why do you think you might be the first ever person in court over this? Wouldn't someone who had 3 or 4 tickets (say a local taxi driver) be more likely?0 -

I wouldn't say I'm particularly robust but I had a fine from Parking eye years ago and because of advice from here I didn't pay it. They sent a barrage of letters right up to debt collectors but I stood firm and didn't pay. Pooed my pants a little bit though! lol
I never appealed that charge and would have done the same for this one had I not read advice to the contrary. I don't think I will especially be targeted but you just never know do you.
Even Coupon-Mad's name tag says 'Don't pay but do not ignore it' - why so?0 -
This site is pretty unique. It's one of a small handful you can ignore. Never ignore Parking Eye in future, they are very litigatious.0

bear in mind that everyone will have a different opinion, and the ones for this particular site so far have valid arguments in the above replies
I tend to give the same advice as CM for IPC member companies like VCS
appeal once , then IGNORE if they dont cancel , only deal with an official LBC or an official MCOL from Northampton within 6 years (this advice is for all IPC member invoices, not just VCS)0 -

Ok thanks for your thoughts. Sorry for sounding dim but I don't know what LBC or MCOL stand for?0 -
lbc letter before court
mcol money claim online, part of the county court small claims track bulk handling centre.
as fur your case there are some key issues with LJL airport which makes court unlikly including unlawful/illegal signs see here http://forums.pepipoo.com/index.php?showtopic=109259From the Plain Language Commission:
