Notice to keeper after 6 months?

Hi everyone,

This is my first post to these forums, hope you can help me. 6 months ago I was given a parking ticket on hospital grounds as I parked in the wrong area of the car park that I did not have a permit for. There was a sign but it was small and I did not see it until afterwards. The "client" as stated on the notice to keeper is Leeds Teaching Hospitals NHS Trust, however the company is not clear. The later states 'PCN Admin Centre' and there is a small BPA logo in the corner. If I were to pay the charge I would have to go to 'ipayMYpcn.net'. Hopefully someone knows who they are?

So I had ignored the ticket with it being private, but low and behold I received this letter through my door. The letter was issued on 3/4/17 and the ticket was given on 4/10/16, so one day later and it would be a gap of 6 months. Is this allowed? I hadn't taken pictures of the car park at the time so may struggle to appeal on those grounds.

Any help greatly appreciated!

The letter was issued on 3/4/17 and the ticket was given on 4/10/16,

So it was obviously received at your address over 6 months after the event.

Send an appeal as per the NTK (online or by email, not by letter) and at the same time, email a complaint to the BPA and DVLA that this BPA member has obtained your data so late that the NTK was served/received outside of six months which must be against the KADOE and BPA CoP.

and copy in Mr Dunford at the DVLA:

I believe there were recent steps taken to try to stop these very late NTKs.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Does the NTK claim to be transferring liability to the keeper under POFA? Or does it "invite" the keeper to pay the PCN or identify the driver?
