Refused additional named driver

Hi
Has anyone else been refused an additional named driver by their insurance underwriter?
I'm a 41 year old professional with no driving convictions and 10 years no claims. I recently changed car insurance provider to Kwikfit Car insurance after a price comparison site provider search. My wife is already a named driver on the policy. However, I have just tried to add my father in law (visiting from Scotland for a few weeks per year) to the policy and been refused. The broker (Kwikfit) says the underwriters have refused additional named drivers. My father in law is a semi-retired university lecturer with no claims on convictions also.
I am waiting to hear what the cancellation settlement will be so that I can switch to another provider, but am expecting them to sting me with cancellation fees etc, that will wipe out the remaining 6 months premium refund.
I had thought thought due to previous experience that adding named drivers (temporarily or for the remainder of a policy) was standard practice.
Any suggestions or advice.

If they won't allow any more then it might be cheaper to replace the existing named driver for a couple of weeks than go to the expense of a cancellation (if you cancel you won't get any NCD for the part year which may be significant if you don't have max Ncd already.0

I suspect since KFIS made redundant 500+ jobs, they are winding down their call centre and probably refusing all requests.
Aren't they pulling out of the motor insurance market?0 -
According to their website they no longer offer car insurance, although existing policies are still valid. It could be that they aren't able to make amendments to exisiting policies?0

you can get temporary cover for your FIL to drive your car not via your own policy
