Hello in Febuary i lost my drivers licence and i never reported it stolen. However the past 2 weeks there have been 3 chargers from by debit card which is with barclays, 2 of which were today from Hastings Insurance one was £19 and other was £28. And then was 2 weeks ago by .RAC INSURANCE of £39?
What do i do? and how did these insurance companies get my bank details, i only lost my driving licence not my bank account details (No one has access to these) can i also get refunded?

All this makes sense only if it's just a CPA, unrelated to the lost licence.
If so, the transactions were not unauthorised.

This post is probably US originating SPAM as most people in the UK would not write 'DRIVERS licence'.
The failure of the OP to report their DRIVING licence as lost for 2 months was very ill advised and likely to both facilitate any fraudulent use of the licence and raise questions as to the OP's complicity in any such fraudulent use.
Unless the OP's debit card was also lost along with the licence and such a loss was also never reported, I can see no way that the loss of a driving licence could result in whoever was in possession of the licence obtaining the OP's debit card details.
In the OP reference is made once to debit card and multiple times to 'bank details'. Are these transactions to the debit card (in which case why does the OP not write debit card details) or direct debits to a bank account?
Would the OP care to suggest how their details may have been obtained?
It is also highly unlikely that the person in possession of the licence would be taking out multiple car insurance policies using the OP's debit card or setting up direct debits to their bank account. It makes no sense as the insurance policies will be cancelled for fraud as soon as the OP noticed the charges.0 -

Used to be some scam involving cashback - loophole is probably closed now.
The fraudsters take out the multiple policies on fake DD and then pockets the cashback sent out before anyone notices and reverses the transactions/cancels the insurance.0 -
They did write 'driving licence' later in the post, which has a number of errors, but as you say the situation is very odd and it is school holiday time. This post is probably US originating SPAM as most people in the UK would not write 'DRIVERS licence'.
