Can a letting agent charge a check out fee after serving a section 21?

A section 21 has been served on a property my ex partner is letting.

Can they charge him a check out fee when they are evicting him?

    Yes they can.

    However he doesn't have to leave at the end of the s21.

    I'd possibly be threatening to hold out for a court eviction if they don't waive the checkout fee...
