Landline charges for the elderly

Can anyone advise how to minimise landline charges for my elderly father.
He's just received his quarterly phone bill from the Post Office. Total charges £58.73
His actual charges are £0.22 for two calls lasting a total of 97 seconds, which works out at 60.5p per second. He's worried that he falls ill and can't contact anyone so doesn't want to have the line removed. This sounds like the elderly are being held to ransom. HELP

There is BT Basic if he receives certain benefits.

However the best saving is likely to be simply to move away from BT.
This looks like it might be good value but I haven't read all the terms fully

Options
1. If he can afford it, move to somewhere where you pay the line rental up front for 12 months. ~£200 up front. BT do this. So you save around £20 a year.
2. BT do a package called BT basic, this is for people on benefits and is a massive bargain if he is eligible.
3. BT to package called BT Home Phone Saver which is better value.

if he doesn't need landline for internet, then get him a cheap mobile with a pay as you go sim.0
