APCOA charge notice to deceased RK

Hi, I can't find a thread specific to my situation.
My mother died earlier this year. We had a steady stream of family and friends visiting with us from before the funeral to a few weeks after. I couldn't find the V5 for her car so had to apply for a new one. DVLA said it would be ok for the car to be driven if insured. I insured the car and left it at the house for people to use. I eventually received the confirmation of RK last week.
I've just had an APCOA airport parking charge come through but I have no idea who would have been driving it and the date it was taken the RK was still listed as my mother.
Q1: If I refuse to pay this charge, (which I don't want to because I wasn't driving and don't know who was) will the RK situation complicate things for me?
Q2: Can I assume that the info in the "sticky" posts is still as relevant in 2017 as it was when posted several years ago?
Q3: Should I explain the above in my response to APCOA or stick to the recommended template?
Just an update: I wrote a letter explaining the circumstances. As of 28th April I've heard nothing back from them yet. Perhaps they've decided not to pursue it, perhaps they're sharpening a really big stick.
Thanks.

Write to them enclosing a copy of the death certificate and tell them how much grief their parking charge is causing you and your family. I doubt they'd come back arguing the toss that the PCN was issued post losing your mother.
I would just put a very short letter together. I wouldn't provide your name and address (then they have nothing to go on to start hassling you). Just sign it as 'A very upset and still grieving son' (or words to that effect).
The only person they can legitimately chase is the registered keeper at the time of the issue of the PCN, and from the death certificate they should know that it's futile (but don't be astounded by their stupidity!); they can't go back to the DVLA for a second shot.
The NEWBIES FAQ sticky was initiated a number of years ago, but check the foot of each post and you will see a range of very recent dates where it has been updated by Coupon-mad, the author of the entire sticky. She is meticulous in its currency and maintenance.
The first section was updated just 4 weeks ago

sorry to hear of your loss, you've got much more important things on your plate to deal with than these parking parasites.
I would be looking at potting a complaint In to the airport if APCOA do not relent. From the Plain Language Commission:
