    A section 36 notice can only be issued within 12 months but there is no time limit for the local authority to seek an injunction against the works

    Now an injunction is a lot more involved and are only used for the more serious breaches, but to claim that building regs can ONLY be enforced for up to 12 months is plane wrong.

    OP, in the first instance contact your agent and the electrician who carried out the work and ask them to provide the appropriate certificate.

    If they can't / won't then let your solicitor know the position. You can answer that wok was done in 2014 but you don't have a certificate. The buyer will then either require and inspection and certificate, or an indemnity.

    If the buyers say they want an inspection then in these circumstances I think it would be reasonable for you to at least contribute to the cost. You could, if you wished, arrange for your own electrician to inspect any way, and then the response to the buyer is 'the work was done in 2014, we don't have an original certificate but here's an inspection report from last week.
