Over 40, can I trasnfer my help to buy ISA to a lifetime ISA

I see that the goverment has restricted opening a new Lifetimpe ISA to the under 40's. But I already have a Help-to buy Isa - opened before I was 40. Can I transfer my Help to Buy Isa into a Lifetime Isa even though I'm now 40? If I can't, will the goverment keep the scheme going?

The HTB ISA will be available for new accounts until 30 November 2019. You can continue making additional contributions until 30 November 2029, and you must apply for the bonus before 1 December 2030.0 -

In order to transfer something, you first need to open the target account.0 -
