So my partner has come home with a parking ticket last week but I've never heard of the company and when checking the ticket on their website it isn't displaying any details about it. Has anyone seen one of these before?

Is there anything on the back? If not, then it's no different from any flyer left under your windscreen wiper advertising the local hair salon, or whatever. It lacks completely any kind of detail, so cannot be said to be a Notice to Driver.

Since it looks like a manual system, they probably need to enter details by hand, and that has not been done. Check again later. But whatever you do, DO NOT PAY or even offer up any details until we know a bit more about this outfit.

This will have been issued either by Excel Parking Services Ltd or sister company Vehicle Control Services Ltd (VCS).

They claim that because these "MyParkingCharge" notices do not comply with Schedule 4 of the Protection of Freedoms Act 2012 (POFA) as a Notice to Driver they are not Notices to Driver (as per POFA's definition). The purpose of these notices is to trick the driver to pay the charge early before either Excel or VCS have to fork out £2.50 to get the keeper's details from the DVLA.

The vehicle's keeper should expect to receive a postal PCN within the next 14 days. Although Excel / VCS will call this a "Notice to Keeper" this is not correct because this postal PCN will not fully comply with the requirements of POFA.

Unless the vehicle is a company or hire car, you just need to sit tight and wait for the postal PCN to arrive. In the meantime, start doing your homework about how to challenge this charge. This includes learning that you should never divulge the identity of the driver in any correspondence with the parking company. You'll need to edit your opening post to remove any clues about the driver - PPCs trawl this forum to pick up information.

Easiest for you to see what's what if you just put this into 'search this board':

HTH - loads of threads to read.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I will let my partner know in the morning to hold off until she gets something through the post and do some research.
