When is cash fee applied?

I'm trying to find out whether top ups to my Revolut card from credit cards are treated as purchases (as claimed by Revolut) or as cash transactions. I've done test top ups this evening from two of my credit cards and in each case the available balance on the credit card has gone down by the amount of the top up + the 1% fee charged by Revolut. If the credit card charged a cash transaction fee would that already be reflected in the change to the available balance, or would it only show at a later stage e.g. when the transaction shows up on the account statement?

I'd be surprised if the credit card treated the top-up as a cash transaction.

But even if it didn't, the 1% revolut fee surely negates any benefit?

If you want to get cash from a credit card this is less than a cash advance fee!

It's also against the Revolut T&C (to use it as a cash advance) and will get your account blocked. If people keep doing this then in the future it will be treated like a cash advance meaning people who wanted foreign spend on their credit card won't be able to.
