HI,

My aunt lives in a new build estate where there is literally no visitor parking in the London borough of Havering.

Sunday evening at 2045 I parked up for less than 5 minutes to take some belongings into her property.

Do they have to give you a 5 minute observation time or is this incorrect?

I know it's 100% my fault and I understand that us motorists are a cash cow, but for less than 5 minutes on a Sunday evening, I was quite shocked :mad: ?!?

I just wanted some advice, is it worth appealing or just paying the reduced rate? Any assistance would be much appreciated.

    Yes. Sounds like you have a case, as this was code 01.

    Doesn't the grace only apply at metered bays? I can find no ref to it for double yellows.

    DYLs have things like boarding and alighting exemptions so if the OP had a vulnerable person on board and had to physically escort that person from the car to a building, that scenario would qualify for the exemption. However, it would depend on the location and whether there were any additional restrictions (such as loading etc) in force. But in any event, a code 1 normally requires and observation time.

    As Tilt says, it's not a grace period, it's a required period of observation which most Councils expect to be at least 5 minutes to discount exempt activity like loading. A shorter observation fails to discount that.
