Just want to know if I'm to late to carry on with it before I follow it up.

Yes your complaint has been time barred as the law allows. If it's any consolation, your complaint reasons were very weak - your first is unprovable and your second is moot as PPI sales were not advised so staff didn't need to be trained like say an IFA, you also have no proof what qualifications the staff member had

Tried claiming back PPI on an old credit card, and got a letter back yesterday.
You complained back in 2009 and the complaint was rejected (the complaint reasons were very very weak. One is completely irrelevant and the other has no credibility as you raised it as an issue 12 years after the event. It was destined to fail on those two particular points before you even sent it). You had 6 months to appeal the decision with the FOS. After that you are barred from future complaint.Just want to know if I'm to late to carry on with it before I follow it up.

How would you propose to "follow it up"? The Bank laid out the position very clearly in those letters and it's exactly what it was when you complained eight years ago.Just want to know if I'm to late to carry on with it before I follow it up.
You cannot keep returning to "complain" just because a number of years have passed.
You should have put this behind you in 2009.0 -
