One example of free i.e.unhindered access to the meter is if its outside the property. Companies can and do mangle the billing after they have their own reading.
Yes of course outside meters give unhindered access; and companies can get it wrong.
As said above, I am talking about the small minority who will deliberately be obstructive and manipulate the new code.0 -

What is the point of this initiative, since smart meters will soon make estimated bills a thing of the past? Or so we are told...No free lunch, and no free laptop
