    Yes of course outside meters give unhindered access; and companies can get it wrong.

    As said above, I am talking about the small minority who will deliberately be obstructive and manipulate the new code.

    What is the point of this initiative, since smart meters will soon make estimated bills a thing of the past? Or so we are told...
