Unfair parking charges

In february we parked in a local carpark that used to be under the control of the local coop. The first 2 hours were free and then a charge was made. The coop has now closed but the carpark is still there. We parked there twice once in the morning and once in the afternoon.
Appararntly the new system in place in the car park no longer issues tickets but works on you inputting your registration number - hence giving the impression of the machine not working. We don't think any notices were displayed saying that the system had changed and that the carpark was still in operation.
We have recently (29/03/17) received 2 letters from a debt collection agency (one for each parking offence?) asking for us to pay £160 for each "offence".
This is the first we have known about this. We received no notice/correspondance from the car park owner (Smart Parking Ltd) prior to this.
The debt collection agency is saying that the owner had sent out pcn's but we have never received one.
After speaking with the debt collection agency they have said that there is nothing they can do other than offer a payment plan as their client had sent out the letters previously and we have not paid.
Does anyone have any ideas - i'm loathed to pay as i feel that the car park owner has not acted correctly. However as we do not have any contact details for the owner it looks as though we are going to have to go to court??
We believe the fine has increased from the original price as we have passed the 14 day payment time from around £60 to £160. However we were not given this opportunity.
Any advice on fighting this/going to court would be greatly appreciated.
