My brakes are rusty because the car has not moved for almost a week, a trip around the block soon clears the rust off.
A light coating of rust wont affect the efficiency, worn pads wont affect the efficiency either unless worn down to the metal. As long as there is friction material left then the braking wont be affected.
As mentioned a lip on the edge is common and easily rectified by filing it off or knocking it off with a small hammer. This is normal and causes no issues at all providing the discs are not below their minimum thickness.
I think your Renault dealer is upselling you. They could clean the brakes and send you on your way but why clean them when you can sell new and probably uneeded parts and make more profit?Censorship Reigns Supreme in Troll City...0 -

TS wont give a flying fiddlers about the O/P and their "complaint", nor will they fight the O/Ps case, they will only be concerned that the supplying dealer followed due process.0 -

the car isn't currently fit for purpose, safe to drive (because of the brakes and cam belt issue) and was advertised as being "as new".
"Fit for purpose". Yes it is. Its a 7 year old car with the wear and tear of a 7 year old car.
"Safe to drive". Yes it is. The brakes are a maintenance issue. You need to maintain your car. The cam belt issue doesnt make it unsafe to drive.
The only one you could try is "my children could have died in this car / think of the children". Other than that you're pretty much covering all the usual over quoted cliches.0 -

The cam belt issue doesnt make it unsafe to drive.
Well I wouldn't want to drive it with a split cambelt and the sound of chewing metal from under the bonnet; will cost ££££'s if it breaks and smashes up the engine. It could also be unsafe if the engine dies on a busy road/motorway.
Get it towed/trailered to the garage and have it fixed.0
