Pipe under soffit

Hi All
I am renting alate 1950s ex council concrete house. I have noticed a small pipe sticking under the soffit to the side of the house, just under the gutters. Can anyone tell me what it is? There's water dripping from this pipe constantly and the splatter from it makes the wall directly below pipe constantly wet (may lead to other issues). Its not really my problem as renting but my landlord is a bit clueless and I think this should not be dripping all the time (neighbors have the same pipe too but didn't see water dripping). I though this may be connected to boiler but it doesn't seem to matter whether its on or not, the drip is constant even when I'm not home.
I'd appreciate your comments!

Is it a white plastic pipe, about 2.5cm in diameter?
If so, it's probably an overflow pipe from the water tank in the loft. If it's constantly dripping, that probably means that the ball-valve in the loft needs adjusting or repairing.0 -
Sounds about right, other than we have combi boiler, I will have to look in the loft if there's old water tank there.
