If he's a legit builder (Good Builder Scheme) you shouldn't be affected by any noise from a generator. Basic sound insulation, and turning it off when not in use, should suffice. The good news is that if you do have any problems it's an easy fix for the local council - much easier to deal with than noisy neighbours. The last time I dealt with a complaint about a diesel generator, they sorted it out straight away, especially when I told them we could come along and seize it.
Not really relevant now you've said no, but he would have had great difficulty in setting up a suitable supply for commercial usage by connecting to a domestic premises with a long length of cable. The risk assessment alone would have been a nightmare. Either a diesel generator, or connecting to a closer supply point would usually be the more sensible choice.
