New build developer incentives

When a building developer offers an incentive such as paying stamp duty or carpets, how should this be formalised before a reservation fee is paid, either in person or in the case of reserving a plot over the telephone?

When I reserved a new built plot, we went to the sales office on site in person and signed the documents. All incentives need to be listed clearly on this initial registration document. We paid the reservation fee at the end of this visit.0

Ideally I'd like to do this, however the plot I'm interested in hasn't been released yet and so it might get released when I'm at work. That's not great as I understand it's better to negotiate in person but I may have to negotiate and pay the reservation fee over the phone.0 -
I would ask for notification of the release date and book a day/time off work, so you an sign in person and have proof of what you are agreeing to.0
