Paypal and fees

Probably a very silly question(Sorry!!!) but if I refunded a buyer a portion of postage costs am I right in thinking that the buyer would have to pay fees on the amount received? This might have a bearing on wether a £1 refund is actually worth giving?!?

Just incase the OP doesn't understand the Paypal refund system.
Find the original transaction & at the bottom you'll find this info & click on the Refund Payment link
Refund Information: To refund a payment for any reason, click Refund Payment.
The Refund Payment option is available for 60 days after the payment was sent.
Enter say £1.00 as the refund amount & on the next page you'll see
Amount Refunded by Seller: £0.97 GBP
Fees Refunded by PayPal: £0.03 GBP
Total Refund Amount: £1.00 GBP
It looks funny as Paypal refund you 3 pence of the fee's charged
