Hi
I took out a car loan with MG Rover Financial Services, a trading arm of First National Bank PLC in 2002, I'm trying to make a PPI claim, I cant find First National on the list of Banks, am I out of luck with my claim ?

You complain to whoever sold you the package, not who provided it unless the salesman worked for the provider - in this case you need to complain to the car dealership and as it's pre-regulation they don't have to consider it
I believe First National Bank PLC is now GE Money though again if the salesman didn't work for them, they have no liabilitySam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.
