Yes she can leave you feedback but in a case like this I wouldn't leave any feedback unless she does first.0

I would wait and see what the buyer does re FB first but at the end of the day a neutral still counts as a positive so it won't reduce her FB score, I know I personally don't take any notice of these although I would be wary about leaving it after recently being stung - here's my story!
I recently left neutral for a seller as they had advertised an item I bought as Miss Selfridge and when it arrived eventually (I contacted them 8 days after paying to let them know I hadn't received and it was posted the day after my email according to the post office printed label!) it was from Internacionale. I contacted them again giving the chance to resolve and got no response so 2 weeks later I left neutral FB. I got a neg in response a few days later - of course I was a liar and all sorts as it wasn't listed as Miss Selfridge - I followed this up pointing all viewers to the listing - and apparently the seller had been away and could not respond to any of my questions but they could still list, buy and sell items on ebay and leave varying positive feedback (varying no possible with automatic FB) during that time! I will be avoiding her at all costs now!"Life may not always be the party you wish for, but whilst here you may aswell dance"!!!

Neutrals now count as Negatives for sellers under the 5% rule with eBay's Seller Non-Performance Policy
http://pages.ebay.co.uk/help/policies/seller-non-performance.htmlSellers are expected to perform consistently in a manner that results in a high level of buyer satisfaction. If a seller’s interactions with buyers result in greater than a 5% level of buyer dissatisfaction, as evidenced by negative/neutral feedback and/or Item Not Received complaints received over the recent 90-day period, the seller is in breach of the Seller Non-Performance policy.0 -

On this basis you will at least receive a neutral or more likely a negative. Since this has came in sellers are getting a lot more twitchy.0 -
