Email scam or not....

Looked into my email today and some has sent me a email saying ...
I am disturbing you for a very important reason. Allhough you don't know me, but I have considerable ammount of data concerning you. The thing is that, most probably by mistake, the information about your account has been sent to me.
It then went on to say ........
I am a law-abiding citizen, so I decided to personal information may have been hacked. I attached the file - that that was emailed to me, that you could find out what data has become obtainable for fraudsters.
It then says open the file which is my surname.dot and a file password...
I have not opened the file, is this a scam to get me to open the file.
It also says .. for instance this is your address.
If it's a scam how have they got my address and postcode ????
Should l open it to see what info is in the file .
