In answer to @thinkingoutloud he was completing the application over the phone and he disclosed it the application was then rejected. When applying for any insurance going forward will we have to mention that he has been declined insurance in the past?
We have now spoke to an insurance broker and he has managed to provide us with some insurance but just at a higher cost.

So I think you will find that it is common for life insurers to cherry pick. Equally, there are those for whom your circumstances will be OK and quote as you have now found.
But life cover that you pay for but does not pay because you didn't declare fully would be doubly pointless.
You just have to be a little more determined. Over time more insurers will probably not decline. Many set 5 years as a typical gap from many things from drug use to suicide to cancer.
Those insurers who are more flexible may well charge more because to be fair the risk is higher.I am just thinking out loud - nothing I say should be relied upon!
