Advise needed: UK Parking Control did not reply to my appeal and notified the keeper

I have read the newbie section and I cannot find any specific to my case.
Apologises for the long post.
I am currently driving a hire car hired by the company I work for and bound by their T & C.
I have read the newbie section and I already made a mistake as I did not warn my fleet about the parking charge, although they would still pay as it's the T & C of the company car policy.
I am currently looking for options regarding a parking charge I have received from UK Parking Control.
I have received a parking charge on the 23rd of October and appealed on the same day.
I use Google Chrome to browse the Internet and Google Chrome warned me the UK PC appeal website might not be secure (on the top right, an icon that looks like a shield with a red cross appears). Clicking there it says This page is trying to load scrips from unauthenticated sources. Clicking learn more, it brings to another page that advises "If you're getting "This page is trying to load scripts from unauthenticated sources" error, it's because Chrome is trying to protect you from a site that's not secure(...)"
For the reason above, I did not provided my personal information such as my name and address, however, in the appeal I informed UK PC of this error and to contact me via e-mail in order to obtain that information.
UK PC acknowledge by e-mail they have received the appeal and eventually acknowledge a reply was sent; however I have not received any reply and they do not have any proof of it.
On the 24/11/2016, UK PC sent a notice to keeper to the vehicle registered owner.
My company car policy states:
4.4.2 Parking Fines / Congestion Charges
Parking/Congestion charges together with the administration cost will be paid direct by the lease/hire company and invoiced to (company name).
(Company name) Fleet Administration will send all relevant paperwork to the employee and ensure that all related charges are deducted at source from the employee’s salary. This related item will be clearly stated on the employee payslip.
So the parking charge was paid and invoiced to the company I work for.
On the 23rd of January 2017, the fleet administration advised me that they received a parking charge (this one).
I contacted UK PC and they said the appeal was not considered because I had not provided an address to facilitate a response.
I explained that if they had read the appeal, they would have seen why.
UK PC is refusing to take any action has the parking charge has been paid by fleet administration.
I exposed this case to British Parking Association and after many e-mails, they did not find a violation of their code of conduct when:
So in a nutshell, British Parking Association, even though their code states otherwise, agreed that there is no violation in UK PC not replying my appeal that was sent before they sent out a notice to keeper.
Therefore, they can keep sending me parking charges, ignore my appeal, sent a notice to keeper and once paid say the charge has been paid and therefore the matter is concluded.
I have contacted Consumer advice and they advised to send a registered letter to UK PC, explaining this case and requesting both a reply to my appeal and the monies they took refunded.
They did not reply.
Consumer advice advised that as the parking charge will come out of my salary as a parking charge (therefore UK PC is affecting me directly), I can submit a money claim against UK PC however this is not guaranteed I will win this case.
I am in the process of sending a formal letter to British Parking Association to review this case again and send a final notice before legal action to UK PC.
Is there anything else I can do?

It might be more productive to challenge this with your employer. Private companies such as UKPC do not, and have no power to, issue fines.
Your company's car policy relates to Parking Fines / Congestion Charges and this was neither. (You quote the policy as going on to refer more vaguely to "parking/congestion charges", but this would be interpreted in the context of the "Parking Fines / Congestion Charges" heading and therefore NOT as extending to private parking charges.) Accordingly any deduction from your salary is not in accordance with the company's policy and should be refunded to you.
And you should take the opportunity to educate the fleet manager about the scamming ways of private parking companies. The company should not countenance an agreement with its hire/lease company that authorises such dubious and speculative charges to be paid without question and re-invoiced to the company. The fleet manager should know better.0 -
I think you are wasting your time now (Consumer Advice are sending you on a wild goose chase, the BPA don't care about any of this and you do not appear to have grounds to sue UKPC).
Obviously you needed to supply your name and address when appealing as driver. If ONLY you had, no NTK would ever have been sent to the lease company. Too late now, so strike at changing the policy so this can't happen again. I agree with dauphin's advice.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have got a ticket from PCM where I parked on private land, There was no road marking but the signage was there (not proper highway signs but a board with the rules of the land).
In my understanding the road markings need to be there to indicate parking bays in order for the company to charge. Would you please adivse ?0 -
