Submitting POPLA appeal help please

hi folks,
Submitting Popla appeal, following unplanned, unpredicted overstay at Parking Eye monitored Mway services.

Mitigation - Medical;mental health issue - prescribed meds cause exhaustion & pernicious anaemia (effect is even more exhaustion).
(Driving unaffected, but unpredictable once I shut my eyes and rest)
Planned 20 minute shut eye became 2+hr deep sleep AND slept through phone alarm.

Did not leave car to check signs, did not buy ticket, nor aware of overstay until Parking Eye letter received.

Parking Eye received my mitigation letter & proof of meds for depression & anaemia & copy of Car Insurance certificate currently stating "Not employed due to disability".
Their response "no ticket was bought" confirms they didn't even read my 2x correspondence.

Re POPLA; am I naive to limit my response to above mitigation? They are my only reason for overstay.

    Not only would that be naive, but you WILL LOSE and then PE WILL SUE YOU and they win most cases. So don't do that, winning at POPLA is not about stating the reasons/excuse for the overstay!

    First things first with Welcome Break, some Finance Managers (e.g. Peartree) will cancel a PE unfair ticket if you email your mitigating circs to WB's Manager. All their Services sites have their own webpage and email address, so Google it and email tonight. Some cancel these every time. DO NOT try WB's CEO, go for the Manager at the location itself.

    DO NOT apply to POPLA at the same time, you have 30 days to use a POPLA code and it is best not to have a case at POPLA when complaining as PE might whinge and say ''too late, tough, it's at POPLA now''.

    So complain FIRST and wait a week as long as your 30 days isn't about to be up to use the POPLA code.

    Contacted WB accounts at site, wks ago. No reply to email & "sorry cant help" by phone.
    Tmrw is day 28 for Popla appeal.

    Presuming that Popla it not about fairness, hence irrelevance of medical mitigation.
    Any guidance on how to proceed gratefully received, to cut down the research time tmrw. Thanks again folks !

    Post #3 of the NEWBIES FAQ sticky has large pre-prepared sections, covering legal and technical aspects, to use in your POPLA appeal. Copy and paste them. Experience tells us that the more you 'throw' into your POPLA appeal, the more likely PE will decide that it will be too costly in manpower resources to deal with countering it, and effectively give up. Appeal will then be upheld in your favour by POPLA.

    Make sure you get this in on time as PE sue, mercilessly.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    As i was appealing to PE on medical grounds, and provided proof of that, i have of course already identified myself as driver.

    Confused by refs to 28 days in PE/Popla docs, and 30 days stated in this thread for submitting Popla appeal

    PoPLA says 28 days, but it has been found you can submit an appeal to PoPLA up to a few days after that if you need to. You can actually check to see if the code is still active after 28 days.

    I'm on day 29 and have Popla appeal to submit today.
    Although it might be wise to ask someone here to take a look at it first (if willing) but seems important to not delaying submitting any longer
