What to Do?

Anyone advise?
I recently paid 9.00 and displayed a ticket on a private car park in Greenwich, London, operated by Civil Enforcement. Cost was 2.50 per hour, but I realised I was short by 1.00, so settled for three hours even though I was over what was need for this time (1.50 over).
Civil Enforcement sent me a PCN for 60.00, which I paniced about and paid. Repeated requests for specific terms and conditions I transgressed have been ignored; letters say their decision stands. The PCN clearly shows a picture of my car with the ticket in the screen, yet CE say they have no record of payment. POPLA will not allow any appeal. What should I do?

    You never know how far you can go until you go too far.

    POPLA will not allow any appeal.
    What, because you didn't appeal to POPLA in time?

    Check the record of payment then, was the cheque cashed?

    If not, count yourself lucky and instead be ready to defend a small claim which v CEL, are easy and they always cease once they see a forum defence (same as they would have given up on seeing a forum POPLA appeal).

    NEVER pay one of these private PCNs!

    They are scammers, which is why you should never have paid. If you paid by cheque and it hasn't been cashed, you could cancel it. I bet they would tell you what the alleged transgression was after that.

    If you have paid and the money has transferred, then your course of action, given your opening post is.

    Of course not. You can never pay AND appeal any 'parking ticket' whether a Council or a fake scam one. You were had.

    I'd contact your bank to see if you can get the transaction withdrawn as it was done under duress (you were made to believe it was a fine), and if that works you're sorted.

    If you wanted to, you could sent CE a Letter Before Claim for the money back, and see what happens.
