                    Hello, I am looking for some advice regarding a parking charge notice that I received yesterday from NCP, attached to my windscreen, at a railway station car park at an Arriva Trains Wales station. I know there are hundreds of threads concerning this sort of thing but am wondering if this case is a little different? I parked at the station to go to work. I usually buy a parking ticket from the lady at the ticket office but the ticket office was closed and the ticket machines were vandalised / destroyed around Christmas time. I left a note on my windscreen with a mobile phone number / date / time explaining that NCP could contact me at a later stage to arrange payment. So I have not tried to evade paying.
What is the best course of action for me to take with this? Would they argue that I should have paid via their parking app or phoned the automated service to pay via credit card? Is this reasonable of them to expect this?
Surely not everyone has credit / debit cards or mobile phones?
What is the best way to deal with this one.

            you should read other railway station threads and follow the same advice given in them , as bylaws apply on railway land but NCP have issued a parking charge invoice
 it will all become clear once you have read a lot of railway threads
 but as this is NCP the basics are that you follow the BPA advice in the newbies thread , starting with the blue text appeal and then a popla appeal later on , based on legal arguments , including frustration of contract
 I appreciate this may mean nothing to you, which is why you should study dozens of railway threads after sending NCP the blue text appeal, until you DO understand the legal issues here (not the ones you described , although those come under frustration of contract)
 leaving a note on your windscreen never works0

            NCP are so easy to beat at POPLA. A cinch.
 Just follow the NEWBIES thread advice and time the online appeal at day 26 as advised in the top thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
