Good, I am glad you feel that way, so do we.
And many people are getting these rip-off PCNs when they are careful and diligent drivers, because these firms don't act fairly and are driven by money as their agenda, not parking management.
Did you read this debate in Parliament this week as linked by bargepole (it is well worth a read):

Andrew Jones really needs to receive a stream of complaint letters from victims, so he wakes up and smells the coffee and stops being swayed by the spiel of the men in suits from the BPA and IPC, who represent the cowboys and paint the industry as if it is playing nicely.
Andrew Jones needs to learn that in fact, too many people (legitimate careful drivers, not rogue parkers) are being hounded and fleeced.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've just read part way through that but will need to return to it later to complete it! I'm wondering if it would be worth the driver contacting the businesses named on the sign, in light of the fact that they didn't enter those premises but still believed they had a right to park on the car park, would that be a waste of the drivers time? And would the driver then be revealing themselves to the PPC? The driver will definitely write to Andrew Jones, along with their own MP, but once again, is it a question of timing?0

Yes - complain to the landowner/retailer every time! No need to say who was driving, the complainant was an occupant of the car, etc. No need to tell them you were not browsing...leave it vague.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Can't seem to find any examples of letters to retailers so have drafted this u, any advice would be appreciated.
Dear Sir,
I am writing on behalf of a driver who received a “parking ticket” on your car park, dated xxth March 2017, PCN No: xxx.
The driver of the car feels very strongly that the parking charge they received is unfair and unjustified. They genuinely believed they would not be breaching the terms and conditions of the car park and if they knew they would be, would definitely not have parked there. They have never received any PCN before in over 25 years of motoring.
Myself, the driver and the registered keeper of the vehicle have all been customers to your store and would like that to continue but fear of receiving further parking tickets in future would mean we would have to think very hard about the risk of visiting your store.
Could I ask that you please ask your agent, Vehicle Control Services, to cancel this parking charge?
Yours Sincerely,
There are 2 retailers on the sign so I was planning on sending it to both and phoning to find out who the landowner is.0 -
Yep, do all of the above.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well the game is on! The NtK came through:

A bit puzzled by the reason they gave, "parking in a restricted/prohibited bay", is this just a vague reason the PPC give not to show their hand?
So the next step is to send in the IPCtemplate via the appeal portal, can I just check that's correct because part of the NEWBIES thread says don't appeal but then says to send the letter through the appeal portal?
It appears VCS are acting like the windscreen ticket isn't a NtD as they've sent the NtK within 14 days, is it worth pursuing this as a breach of POFA?0 -

As part of a later defence, you can say there was no adequate notice of the parking charge, as well as non-compliance with either para 8 or para 9, and a non-compliant NTK anyway because the statutory 28 day period doesn't start when they say it does. The statute was written strictly, requiring full compliance, particularly regarding statements about deadlines and liability, such that a victim is properly informed. This NTK fails, as did the 'pseudo NTD' which is a hybrid and the DVLA have questioned its use.
Might be worth someone doing a FOI request asking the DVLA for sight of the communications made by the DVLA in 2017 about this type of (is it or isn't it) ''NTD'' with the IPC and/or with the parking firm itself, including all email trails.PRIVATE 'PCN'? Hi I'm new to this. Where do I find the NEWBIES sticky thread you all keep talking about?
A driver i know received the black and yellow card under their window wiper near the end of Feb but didn't log in to myparkingcharge.co.uk. Heard nothing else of it until today they received a PCN final reminder!
The letter states that a NTK was issued by post in early March however this was never received by said driver. The first correspondence they have received is this final reminder today stating it was issued on 31/3 and is to be paid by 7/4 (tomorrow!) And that it is too late to appeal.
The letter states that id the amount of unpaid Parking Charge has not been paid in full by 7/4 they will pursue for any unpaid balance of the Parking Charge.
The letter states they are an accredited Operator and a member of the IPC. It states the creditor is Vehicles Control Services Limited.0 -
