This is basically the same price as you were looking at.
I got myself one of these a couple months ago except it had 16GB RAM not 8GB installed so there is room for getting yourself another 8GB in there.
I've been using it to play games with no issues. I'm actually quite happy with it. It's not super powerful but it can handle some relatively newer game on lower settings (but this is not what I bought it for). I play mainly older or newer indie games with it while I'm in bed. I think it would be fine for Rome or your Football Manager game.
EDIT: Apparently it has 12GB RAM according to the reviews, not 8GB0 -

I saw a post on here a while back about Dell Outlet, they sell refurbed but brand new Dell kit.
I looked last week for my niece and saw a £699 laptop selling for £470 with a code from front page slider, plenty on there to suit every budget.
