Never got a PCN - now I have a debt collector letter

Good evening guys,
I have a strange situation in hands. I never actually received a PCN, although I recon I kno where and when the situation happened (beginning of January, I was dropped in the roundabout next to Birmingham Airport).
I now got a debt collector letter requesting a payment of £150.
Can someone advise me on what to do?!

You could complain to the BPA but they will probably skirt around the issue:

I will. But could any of you give me an email to complain to APCOA? I did write an email to them but they got back to me saying that that email doesn't deal with PCN complaints?

It's only APCOA, not to be paid. But annoying to be harassed by threatograms nonetheless.
You should email the BPA to complain that APCOA sent no NTK and instead went straight to debt collector letter (no appeal offered). The BPA will no doubt say ''did you take it up with APCOA'' at which you can show the email exchange...and press the BPA to stop bloody fobbing off registered keeper complainants and start cleaning up the scummy industry as they allege they do.
Do not say who was driving.
Did you see the link already given in my last post?! That shows the level of the BPA if he was the top apologist.
But still email a complaint to another apologist (you might get Thomas, Esme or Joanna deftly fobbing you off).
I think they train them to do that as they are so adept at saying 'We are not a regulator; we will only investigate a breach of the Code. Go away and cough up, we are here for our members and you are merely a pleb member of the public. How dare you not pay a stupid amount of money for nothing, wasn't the fake PCN good enough at passing itself off as if it was a real parking ticket...we'll have to advise APCOA to get that sorted but never mind your complaint'.
Also, write to Trading Standards about this and your MP and Andrew Jones the Under-Secretary of State for Transport, this is him fobbing off MPs' complaints about these cowboys (read it, this is worth reading):
