Given that the meters recorded 22kWh on the 'normal' meter register(how much on the 'low' meter register??) at least 10hours(17h -7h) normal use, it seems unlikely that your friend is paying for the whole buildings supply of electricity and the landlord is getting the money from the meters in the flats. On the other hand 22kWh is far too much for a freezer for 10 hours.
What heating is in the building?

The only heating is one of those gas cylinder things which is kept close to the counter, to give whoever is working there, a source of warmth, as being a seaside gift shop, the doors are always open during trading hours.This is a system account and does not represent a real person. My friend has had the opportunity to speak to one of the residents of the flats and they each have coin operated meters for the own usage.

That makes things much clearer.
It's what we would call a third party dispute and not something we would be able to get involved with.
As there is an account and this is name of the landlord, we would only discuss the account with them. Your friend would then need to talk to the landlord and come to an arrangement with them.
Cardew has made a good point, the landlord can't make a profit off the energy bills and it may be worth your friend asking to see the actual bills and the part that relates to their shop.

I don't think I can help further, as we can only speak to the account holder. The best way forward now is for your friend to have a conversation with the landlord.
