Double glazed window not opening

Hi,
Does anyone know whether there is any way of fixing a double glazed window myself? Our kitchen has suddenly stopped working. When you turn the handle it feels like the top is still locked shut but the bottom of the window is ok and moves slightly. This makes me think that the handle is not pulling the lever inside down to disengage the lock at the top of the window.
When we bought our new house one of the upstairs bedroom windows is the same, but now the kitchen one has gone and we really need to be able to open it, bad cook you know!!!
