Plumbers charging extra for 'wet work'

I had a leak on a central heating pipe. I was quoted £80ph + VAT (not cheap, but not unusual in London) by a plumber, which I agreed to.
The bill has come back at double that price, on the basis that wet work and working with pipes is priced differently.
Is this sort of thing now common practice in the world of plumbing ?
OR
Is this guy simply trying his luck ?
