The first one, introduced by "a member of".

Does that mean no POPLA code then?

As already advised, the scammers are not members of the BPA therefore PoPLA is not available to you.

Send the IPC template from the NEWBIES if you haven't already while you prepare all the good stuff the good people on this thread have already advised you to do.

Edited, as the distinction is the root cause of OP's confusion. :)

Indeed no. You will never get POPLA from an IPC AOS member like this bunch of ex-clampers.

I would at this stage write to the management company making it very clear that your lease has no clauses regarding parking permits or parking companies.
That if the parking firm issues court proceedings you will Counter claim the full amount from the management company and seek damages for tort for interference with your lease.

I would also add you will be organising a meeting of residents to discus this imposition of a parking company to inflict its cash collection services upon residents without authority of their employers.
I would include a line as to :
If you are confused by who these employers are, I shall point it out, it is us the residents and we can sack you with immediate effect and install a new company or take over yourself with one simple service of a section 22 notice under The Commonhold and Leasehold Reform Act 2002 as acting without authorisation of their employers (YOU) is about as text book example of bad practice going.

I would add you appear to have forgotten who employs you here, you are not the tail that wags the dog, you are our employees.

Add you will give them 7 days to respond to this parking fiasco or you will issue a section 22 notice, hence it might be a good idea for them to get some urgent legal advice or start looking for a new job .
You might just get their attention.

    PS : Lease Compliance

Failure to Ensure compliance with the terms of leases.
Gross misconduct for a management agent and a valid reason to section 22 them (sack them)
