Help to Buy ISA Query

Hi all
I keep getting conflicting advice on the matter so I was hoping to clear it up on here. I have a flat which I am selling and I used a help to buy ISA to purchase it. My wife does not own any property. We are now selling this property and buying a house. She has a help to buy ISA - can she use this for our house purchase as it's the first house she will have ever owned? Further, I know the limit is £250k but is that on her share or on the overall house value. I believe it is the overall house value.
