PPI claim prev refused, should I give up?

Are there any PPI experts who can advise if I should forget or fight on with this old claim of mine? I tried previously, around 2009 but was refused, but I still have the old paperwork relating to this loan and I know there have been several rulings since then that may change the outcome today.
The original loan was taken out in 2000 with First National (later taken over by GE Money) via a broker called 'Loan Line' who are no longer in business.
When I tried to reclaim from GE Money in 2009 they said it was the broker I needed to reclaim from, but as they were no longer in business, and were unregulated when I took out the loan, I had no case.
Is this still likely to be the case today?

This is a historical event. Unless you have a TARDIS, there is no way you can go back in time and change the fact you bought via a broker.
