Council PCN - Resident zone - no sign on road or markings

Hello all,
Received council PCN the other day, vehicle was stopped on this road as there were no road markings or signs on the road saying it was not allowed, perhaps I'm unobservant, but the only sign was on entrance to a road leading to road in question, stating that you are now entering permit holder only zone.
Appealed on the grounds that there was inadequate signage, being that there is only one sign. Have attached pics of this sign, which is not shown on entry to the road my vehicle was in (Gray Road)
Council rejected appeal: response -
"You were given a Penalty Charge Notice as the vehicle was parked in a residents permit zone without clearly displaying a valid permit or obtaining a ‘virtual permit’. Motorists are not allowed to stop and wait, or park their vehicle in a ‘Resident permit holders only’ zone unless they have a valid resident permit or valid visitor permit.
With regards to your appeal, there are large signs at the start of the zone in which you were parked that informs drivers of the relevant parking restrictions past a certain point and no road markings are required. Each road within a permit zone is covered by the initial sign on the entrance of the zone and do not require additional signage. The onus is solely on the driver to ensure that they are parked in the correct manner before leaving their vehicle unattended.
In this instance, the Penalty Charge Notice has been issued correctly as you cannot access Gray Road without passing a permit holder’s only sign either in Gray Road (when accessed from Oxford Road) or on the entrance to Hospital Road."
My question is, are they in their rights to reject, is what they say true, that you only need one initial sign?

They only have to sign every entrance to the zone, not every road within it. Having said that, it is worth asking the experts at pepipoo if they can see a further appeal reason:

Most cases there are won. Or they will tell you if there are few grounds to appeal; they will be honest. One angle is to drive round the APZ boundary and find the entry with only one sign (wide-ish roads MUST still have two, one either side, facing you). Or find the entrance where the sign is obscured by trees, scaffolding or defaced. Take photos as evidence.
Never mind if you used that way in or not, find the dodgy one! Worth a drive round to check the boundary signs, then post on pepipoo.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
