Underpaid redundancy-help please!!

A friend was made redundant having worked for an employer for 13 years.
The business was taken over 4 years ago and has since gone bust. He was TUPE'd over to the new employer 4 years ago.
The Insolvency Service has only paid redundancy for the 4 years with the new employer rather than the 13 years.
Is this right?Any help[ gratefully appreciated.
