Does anyone know if on completion the developer hands over all sets of keys for new build houses or do they have a set for snagging etc?
I'm just conscious that the first piece of advice when moving is to change the locks!

They should give you all the keys. If snagging needs to be done you make arrangements for their access.0

Advice remains the same: change the locks!
Added reason: cheaper locks only have a limited number of key variants ... how many houses on the estate, and how many accidental duplications?0 -
Though the risk does seem somewhat smaller, compared with non-new houses where there will have been more previous occupants and sets of keys floating about.
Does anyone holding "spare" keys really do this anyway? Seems to be a fairly high risk of detection given how few people could possibly have keys!0 -
What a strange question.
If a developer/contractor wants to come into your house (or you want him to) then make an appointment.
Don't worry about whether they hand over all the keys or not - jyst change the locks ad then decide who you want to give out spares to.0 -

I suspect they'll have put in cheap locks too. So even if you can guarantee you have all keys you may want to upgrade to a more secure lock.0

They will give you all the keys. They told us on our first day, that they were missing a set and they came back on day 2 and changed all of the locks so they could give us a set of three.0
