Water rates discount for students?

Hi, I'm hoping someone can help with this query. I've searched the forums and Martin's articles and don't see it mentioned... so I'm assuming it's untrue... but just in case...
I've just completed a one year, full time MSc and returning to work at the start of Oct. I rent with my girlf who works FT. A friend recently said to me that they were under the impression that students receive a discount on their water rates (unfortunately we're not metered), similar to council tax.
Does anyone know if this is true?

Get a water meter fitted and give up washing, use paper plates, only cook things that don't require washing up, and use other people's toilets!
